Bihar has introduced a new policy to incentivise social media creators to produce videos promoting government schemes and programmes.
Under the amended Bihar Social Media and Other Online Media Rules, 2026, eligible creators will receive Rs 10,000 for every one lakh views generated by a video within 30 days. The payout will be capped at Rs 1 lakh per video.
The policy was approved at a cabinet meeting chaired by Chief Minister Samrat Choudhary, with a detailed notification on the initiative expected to be issued soon.
The move is aimed at leveraging the growing reach of social media creators to communicate government schemes and programmes to a wider audience, particularly younger users who increasingly consume information through short-form and video content.
At present, the state government uses traditional media platforms such as television, newspapers and radio, alongside official websites, to disseminate information about its schemes. The new policy will add social media creators to this communication ecosystem.
By working with creators, the government also hopes to make information about its programmes more accessible and easier to understand, using simpler and more relatable formats suited to digital audiences.
The initiative marks a shift towards using creator-led communication as an additional channel for public outreach and awareness of government schemes in the state.
